BERLIN — The Libya conference in Berlin agreed to set up an international committee to monitor a ceasefire, Russia's acting foreign minister, Sergei Lavrov, said on Sunday. "The document calls for need to solve the Libyan crisis by the means of Libyans themselves, without outside intervention," Lavrov told reporters. "The Libyan sides made a little step forward from the meeting which took place in Moscow on Jan. 13. They agreed to delegate five representatives each to a military committee which is being set up by the UN initiative," he said.
