The driver of the vehicle has been named as Dr Yorn Chiranakhon, a senior official at the Public Health Ministry. From the clip, his car appeared to have stopped for several seconds after hitting the victim, but then moved forward dragging the man along with it. The victim is 22-year-old Somchai Yarmdee, who has sustained serious injuries and is receiving treatment at Nangklao Hospital in Nonthaburi.
