The ICC Pre-Trial Chamber I earlier allowed the former president to skip the confirmation hearings. Under ICC’s rules, the Pre-Trial Chamber is required to hold a hearing on pre-trial detention at least once every year. “There is no evidence, that they are repeating it to the public, that it is the fault of the former president Duterte,” Panelo said over radio dzBB. “We all know that president Duterte doesn’t believe in the ICC because, first of all, he pointed out that it has no jurisdiction.
