Adisu (not his real name), a quiet 18-year-old, sits on a bench outside the immigrant absorption center in the northern city of Safed, watching the police and volunteers crowding the square out front. He has been living there for a year since immigrating to Israel with his parents and four siblings from the Ethiopian capital, Addis Ababa.
