Abdoulaye Bathily, the Special Representative of the United Nations Secretary-General for Libya, is scheduled to provide a briefing to the UN Security Council today, on the latest developments in the country. The briefing, set for 4 PM Libya time, comes on the heels of monumental events within Libya’s political landscape. Earlier this month, the High Council of State elected a new leadership under the direction of Mohammad Tekala, replacing former president Khalid al-Mishri. He previously stated that some proposed laws by the joint committee may “create political conflicts.”Last month, Mr. Bathily informed the Council of his intention to convene key Libyan stakeholders to negotiate compromises on contentious issues through inclusive dialogue. However, parliament speaker Aguila Saleh asserted that Mr. Bathily does not have the authority to lead a Libyan dialogue process.
