In August, Tunisia’s president dismissed his prime minister, while the head of Algeria’s powerful state-run oil company and eight of his vice presidents were dismissed several weeks ago. For Tebboune, the changing of the guard takes place at a time of economic anxiety and ahead of next year’s presidential elections. AdvertisementThat’s the environment in which Tebboune is touring the country ahead of the election, his first since Algeria’s popular Hirak movement led the push to remove longtime President Abdelaziz Bouteflika in 2019. Larbaoui, the incoming prime minister, rose from being an athlete on Algeria’s national handball team to a member of the country’s diplomatic corps, having served as Algeria’s ambassador to Egypt and the United Nations.
As Algerians continue to suffer in long queues for basic goods, the military regime in Algeria has allocated its defense department a bloated budget of 21.6 billion dollars in 2024, up from 19 billion this year. The army thus widens the gap with other departments as the largest spending sector, mirroring its position as a kingmaker in a country with a civilian presidential façade. The West has deterred Algeria from sealing large scale armament deals with Russia casting a shadow of doubt on last year’s spending. With the largest defense budget in Africa, Algeria took half of Russian arms sales on the continent. Keeping up with Morocco is now a thing of the past as the North African Kingdom widened the armament quality gap with Algeria, including through sealing alliances, mainly with the US.
Muppets of Sesame Street gettyAt the recent International Rescue Committee (IRC) Annual Dinner, the most impressive part of the evening was a report on an innovative early childhood intervention program organized by the IRC and Sesame Workshop in the Middle East, a region torn by conflict and war. Sesame Workshop has worked for over 50 years at the intersection of education, media, and research, creating joyful experiences that enrich minds and expand hearts. Funded primarily by the MacArthur Foundation, the IRC and Sesame are assisting children impacted by conflict and displacement across the Middle East and North Africa in 15 countries including Syria, Iraq, Lebanon, and Jordan. Ahlan Simsim teaches children to manage their feelings by practicing concrete strategies such as counting to five, belly breathing, and expression through art. The program was also designed to meet children’s literacy and numeracy needs while many schools and early childhood programs were interrupted.

Morocco’s Ambassador to the United Nations in New York visited Bangassou, in the southeast of the Central African Republic, where he was received by Colonel Mounir Ou-Bakha, Commander of the contingent of the Royal Armed Forces deployed in this area within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). For his part, Hilale praised the dedication of the Moroccan peacekeepers, their self-sacrifice, and their courage on the ground. He congratulated them for the honorable image that they reflect not only of Morocco, but also of the United Nations, under whose banner they serve in the Central African Republic. A contribution recognized and highly appreciated by senior United Nations officials. He also paid tribute to the memory of the 19 Moroccan peacekeepers who made the ultimate sacrifice, offering their lives in the service of peace, since the establishment of MINUSCA.

Fighting resumed Sunday between the Malian army and Tuareg separatist and rebel groups in the country's northern region, military officers and elected officials said. Malian soldiers patrol on a road between Gao and Kidal on July 26, 2013 in northern Mali. One military officer told AFP that the Mali army has "resumed operations on the ground to secure the entire national territory." Military, political and rebel sources all reported the clashes. The rebels in Kidal cut telephone links on Friday in anticipation of an army offensive following several days of airstrikes.
Against this backdrop, there is growing concern that the carbon market has failed Africa and other developing countries in the global South. Governments and companies created carbon market systems to address their greenhouse emissions – a trading system in which carbon credits are sold and bought. ACMI seeks to capture more of Africa’s potential in carbon markets by addressing the challenges to voluntary carbon market growth and building the foundations for a thriving voluntary carbon market ecosystem in Africa by 2030. This week, JSE Ventures launched South Africa’s first carbon market at the Johannesburg Stock Exchange. The carbon market allows big polluters to keep doing so with no overall reduction in their emissions.

Foreign investors pulled a record amount of money from U.S. equity funds tracking Saudi Arabia in October as the Middle East's worst violence in decades shook the region's business-friendly narrative. The iShares MSCI Saudi Arabia ETF saw record net outflows in October of more than $200 million, LSEG data shows, cutting 20 per cent from what it held at the beginning of the month. "Capital flight can be quite indiscriminate," said Torbjorn Soltvedt, principal analyst for the Middle East and North Africa with Verisk Maplecroft. The iShares MSCI Qatar ETF lost $7.7 million in funds in October, while the iShares MSCI UAE ETF (UAE.O) suffered outflows of $2.75 million. Nearly all the region's main economies are strong enough to weather some turmoil, investors say.
