CAIRO, Sept 14 (Reuters) – The UAE’s Aldar Properties and ADQ have submitted a request to Egypt’s Financial Regulatory Authority (FRA) to acquire up to 90 percent of Egyptian property developer SODIC (OCDI.CA), they said on Tuesday. The mandatory tender offer of 20 Egyptian pounds per share would value SODIC at $453 million, said the companies, which are seeking a minimum of 51 percent of SODIC. Aldar accounts for 70 percent of the consortium while ADQ, a state-backed holding company, makes up the remainder. If approved by the FRA, shareholders would have 10 to 30 days to respond, after which Aldar and ADQ would have to complete the purchase within five days, the two companies said in a statement to the media. SODIC’s shares opened at 17.97 Egyptian pounds on Tuesday, before the tender was announced.

MOSCOW (AP) — Russian President Vladimir Putin is going into self-isolation because of coronavirus cases in his inner circle, the Kremlin said Tuesday, adding that he tested negative for COVID-19. Putin has been fully vaccinated with the Russian coronavirus vaccine Sputnik V, receiving his second shot in April. Kremlin spokesman Dmitry Peskov told reporters that Putin is “absolutely healthy,” but will self-isolate after coming in contact with someone who contracted the virus. HOUSTON (AP) — Hurricane Nicholas made landfall along the Texas coast on Tuesday, bringing the threat of up to 20 inches of rainfall to parts of the Gulf Coast, including the same area hit by Hurricane Harvey in 2017 and storm-battered Louisiana. The biggest unknown about Nicholas was how much rainfall it would produce in Texas, especially in flood-prone Houston. Six to 12 inches (15 to 30 centimeters) of rain were expected along the middle and upper Texas coast, with isolated maximum amounts of 18 inches (46 centimeters) possible. A tornado or two may be possible Tuesday along the upper Texas and southwest Louisiana coast, according to the weather service. That storm made landfall in the middle Texas coast then stalled for four days, dropping more than 60 inches (152 cm) of rain in parts of southeast Texas.

On Monday, a Taliban commander strolled through its empty halls and cell blocks, showing his friends where he had once been imprisoned. After capturing the city, the fighters freed all the inmates there, the government guards fled, and now dozens of Taliban fighters are running the facility. For some of the Taliban guards accompanying the AP, it was the first time they’d entered the abandoned cell blocks. Taliban prisoners often complained of abuses and beatings, and there were regular riots.
