Ethiopian State Minister of Finance, Semereta Sewasew, and Japanese Ambassador to Ethiopia, Ito Takako, chaired the briefings on the draft National Assistance Policy for Ethiopia, in which Tokyo plans to contribute to human security and high-quality economic growth. It also includes improved access, quality of social services, and increasing opportunities for Japanese companies to enter the Ethiopian market, further enhancing bilateral friendship, cooperation, and Japan’s presence in African regional diplomacy. According to the Ethiopian News Agency, several targets, including “Investment in People” for the realization of human security in the process of reconstruction and rehabilitation from conflicts and natural disasters, were presented to attain the above policy. Other targets presented were building a resilient economic structure by promoting a market economy system led by the private sector while rebuilding the infrastructure and establishing a sustainable socio-economic system. Moreover, the establishment of an interim regional administration and the formulation of a national transitional justice policy were highlighted as foundational steps toward achieving lasting peace. “The Federal Government has gone above and beyond its obligations under the Peace Agreement to realize its noble objectives,” read the statement. The statement stressed the need for “reciprocity on both sides” for sustainable peace, and in particular criticized the delay in disarmament from the Tigray side. On Thursday, 10 countries commended the progress made following the peace agreement, and urged all parties to implement the agreement in full.

Sweden has said that the country supports the EU Council’s proposal to suspend certain provisions of the Visa Code for nationals of Ethiopia and decrease the visa application fee for nationals of The Gambia. Certain provisions of the Visa Code in relation to citizens of Ethiopia are to be temporarily suspended. The purpose of the proposal is to create incentives for Ethiopia to cooperate better when it comes to readmitting its own citizens. Therefore, Sweden sees suspending some provisions of the Visa Code as a necessary measure. Swedish Ministry of JusticeAs for The Gambia, Sweden has supported the proposal to no longer require citizens of the country to pay a higher fee.

Ethiopian Airlines has officially unveiled its dedicated power substation, with a capacity of 40 megawatts of electricity, to effectively address power disruptions. The construction of this power station, which took approximately two and a half years to complete, represents an investment of USD 9 million. Ethiopia's Ahmara region reportedly continues to witness fierce fighting between federal troops and local militias. This was resisted by Amhara leaders and the Fano militia refused to hand over its weapons. The violence in Amhara – Ethiopia’s newest zone of unrest –, led to the declaration of a state of emergency in August.
