This comes as a blow to Italy’s right-wing Prime Minister Giorgia Meloni who has pledged more engagement with North African countries as a central plank of her foreign policy agenda. The development, first revealed by Italian daily Il Foglio, comes amid a long-running resource rivalry between Italy and France for influence in Libya. In contrast, the French candidate Simmonet has no previous experience in Libya, though he did recently serve as the EU’s envoy to Saudi Arabia, Bahrain and Oman. The second EU diplomat noted that the Italian government was disappointed by Libya’s snub, although it did not react officially.

The arrests, and Friday's heavy security presence, underscore the increasingly precarious position of the GNU amid a concerted push by Libyan factions to replace it with a new administration. Anger against Dbeibah and the GNU flared late on Sunday when Israel's Foreign Minister Eli Cohen said he had met Libyan Foreign Minister Najla Mangoush in Rome and they had discussed future cooperation. After protests in several cities and expressions of outrage from across Libya's political spectrum Dbeibah dismissed Mangoush. The GNU Youth Minister Fathallah al-Zuni said on Thursday he had declined to take the post.

Israeli Foreign Minister Eli Cohen wanted the meeting to be publicized straight away, but the Libyans asked for more time. People with knowledge of the talks told me that Libya wanted to delay the publication much longer than the Israeli Foreign Ministry. Why did the Israeli Foreign Ministry issue the statement in the first place? The officials added that Foreign Minister Mangoush briefed the prime minister directly after her return to Tripoli. On Aug. 28, Stephanie Hallett, the American chargé d’affaires in Israel, met with Foreign Minister Cohen and criticized Israel’s conduct.

The CTD stressed that it is only assessing patterns in terror threats around the world so that Israelis can make informed travel plans, and not issuing formal travel advisories. The primary threats come from Iran, which the CTD called the main generator of global terrorism. Tehran continues its activities to promote harm to Israeli citizens and Jews around the world, it said. The report noted Iranian attempts to contact Israelis abroad in the guise of business or by impersonating others online. The CTD also stressed that Palestinian terror groups, most notably Hamas and Palestinian Islamic Jihad, have a high motivation to abduct Israeli nationals as bargaining chips.
