Libya’s Government of National Unity told Turkey “not to take seriously” a court ruling that suspended an energy exploration deal that the Tripoli government signed with Ankara last year, the Turkish foreign minister said on Thursday. A Libyan court on Monday suspended the energy exploration deal that had angered other Mediterranean powers and inflamed Libya’s own internal crisis. “This court ruling is not the final verdict. The government still backs the deal and they told us that they are proceeding with the necessary work and we should not take this court ruling seriously,” Cavusoglu said. Turkey sent military aid in 2019 to help the Tripoli government ward off an assault on the capital by Egypt-backed eastern forces in the civil war.

The director of the U.S. Central Intelligence Agency (CIA), William Burns, made a surprise visit to Libya today, where he met with Libyan Prime Minister Abdul Hamid Dbeibeh in Tripoli. Libyan Foreign Minister Najla Mangoush, intelligence chief Hussein Al-Aeb, and the Minister of State for Cabinet Affairs Adel Gomaa were also present in the meeting, as reported by Dbeibeh’s office. The statement by the premier’s office is the first official response from the Libyan and American sides on Burns’ visit. It is noteworthy that, while in Libya today, Burns have also met in Benghazi with Khalifa Haftar, General Commander of the Libyan National Army (LNA), sources told The Libya Update. The LNA and the CIA are yet to comment on Burns’ visit.

Special envoys from the US, France, Germany, Italy and the UK are due to meet in Washington on Friday, January 13, to discuss their next steps after Libya’s House of Representatives and High Council of State last week failed to reach a final agreement in Cairo on the constitutional basis for national elections. This was reported by British newspaper The Guardian which also revealed that meeting is convened by the U.S. envoy and ambassador to Libya, Richard Norland. According to The Guardian, the western diplomats will look at how to stage elections and whether to urge the new UN special envoy Abdoulaye Bathily to set a deadline for establishing a national Libyan body to agree on elections. An unnamed western diplomatic source told the British newspaper that western leaders are losing patience with the entrenched Libyan political elite as they have “collectively failed to agree on the basis of elections”. “We may have to stop hoping we can persuade these people to agree to elections and instead find a way to work around them.”

Egypt and Saudi Arabia have renewed their support for an intra-Libyan solution under the auspices of the United Nations during a meeting between the two countries’ foreign ministers in Riyadh. The Head of the High Council of State (HCS) Khalid Al-Mishri, reviewed on Wednesday with the heads of HCS committees the constitutional document that was agreed upon in principle with the Speaker of the Libyan House of Representatives (HoR) in Cairo. The attendees agreed to hold a consultative session for the HCS early next week to look into the constitutional document, provided that it is presented for voting in a plenary session afterwards. Meanwhile, the HCS denied that any of its members had communicated with any party about the conditions elections' candidacy, stressing that "the legal texts are general and abstract," in response to news saying Al-Mishri mandated an HCS member to talk to Saif Al-Islam Gaddafi into withdrawing from candidacy for Libya's presidential elections when they are held in return for an amnesty and a safe corridor out of Libya. A man went on a violent, unprovoked stabbing spree on Wednesday at the Gare du Nord in Paris, injuring six people and causing brief panic at one of Europe’s busiest train stations until he was shot and arrested by the police. Libya’s Minister of Economy and Trade, Mohamed Hwej, discussed on Monday at his Ministry’s Tripoli headquarters, a mechanism for cooperation between the financing agencies and the National Program for Small and Medium Enterprises to find financing opportunities for a number of micro-projects.
