Ms. Pobee’s briefing also touched on the country’s dire economic situation, exacerbated by the politicization of the National Oil Corporation, and the country’s troubling human rights situation. The representative of Albania echoed the call for a Libyan-led and -owned process, supported by the United Nations, as the correct path. The two leaders charted a road map, with timelines and steps leading to the holding of national elections. Since 16 April, the shutdown had reduced Libyan oil exports by two thirds and cost the country $4 billion in lost revenue. However, recent months have shown that some Libyan political actors lack real commitment to the process.

Libyan crude oil production has risen to 860,000 bpd, the country’s National Oil Corporation has said, which is up from 560,000 bpd earlier this month amid continuing disruptions. The latest slump in oil production in one of Africa’s biggest producers came amid the latest flare-up between political factions that involved blockades of export terminals and oil fields, forcing the shutdown of a lot of production capacity. The long-term chairman of the National Oil Corporation, Mustafa Sanalla, was replaced earlier this month with Farhat Bengdra, which prompted a negative response from the eastern-affiliated Libyan National Army led by Haftar. Related: The Middle East Oil Bonanza Will Slow In 2023The National Oil Corporation has said it plans to see oil output rates recover to 1.2 million bpd in less than a month. Before the latest flare-up of violence, Libya was producing more than 1 million bpd of crude oil and had plans to expand this considerably.

Rosemary Dicarlo asked Security Council members to convey to Libyan parties the UN’s conviction that credible, transparent and inclusive elections are the only solution to the stalemate. “We know from experience what unilateral actions, divided government and an unending transition may hold in store for Libya,” said Dicarlo, who was briefing the council on the latest developments in the country. Mr. Bashagha, meanwhile, insists he is heading the legitimate government.”Russia is the only UN Security Council member to have openly supported Bashagha’s appointment. Council members also voiced concerns over the tense security situation in Libya after pro-Bashagha forces had deployed in recent weeks on the edges of Tripoli, prompting the UN mission in the country to warn against any escalation. Dicarlo warned that as long as the standoff over executive legitimacy continues, Libya could again see two parallel administrations.

Food prices accounted for about 60% of last year’s increase in inflation in the Middle East and North Africa, with the exception of oil-producing Gulf countries. Food export restrictions aimed at protecting domestic supplies and capping inflation is one reason for the rising cost of food. Food prices had been steadily climbing worldwide because of drought, supply chain issues, and high energy and fertilizer costs. There's concern that the impact of all these factors will lead more countries to resort to food export bans, which are felt globally. Analysts say food export bans are shortsighted because they have a domino effect of driving up prices.

AFP Copyright: AFPSupporters of the Tunisian president, Kais Saied, have been celebrating his apparent victory in a referendum on a new constitution which tightens his grip on power. Hundreds took to the streets in Tunis after an exit poll indicated that more than 90% of those who voted backed the president's plans. But turnout was low - about one in four voters took part. The opposition staged a boycott, accusing Mr Saied of taking Tunisia back towards autocracy. Correspondents say the president's popularity appears to have waned since he suspended parliament and sacked the government a year ago.

Both groups involved in the Tripoli fighting are nominally loyal to Dbeibah's GNU, appointed last year as part of a United Nations-backed peace process. Dbeibah has refused to cede power to Bashagha, named prime minister after he made a pact with Haftar. On Feb. 10, the Libyan House of Representatives named former Interior Minister Fathi Bashagha to form a new government. Incumbent Prime Minister Dbeibah, however, rejected parliament's move, saying that he will hand over power only to an elected government. The U.N. said it still recognizes Dbeibah as Libya's interim prime minister.

National governments, NGOs, and multinational organisations are striving to manage urban sprawl, stabilise rural areas, and create economic opportunity. Nor is there any prospect of African cities sustaining double-to triple-digit growth rates year after year. Demographic growth rates may have peaked a decade ago, but net growth is simply overwhelming. Its processes have failed to achieve results in Libya, as they have failed elsewhere time and again. Their choice — the former Interior Minister Fatih Bashagha — understands the dangers posed by illegal migration and is on record as working to resolve the problem.

We had a functioning republic until March 16, 2016. We had a functioning republic until March 16, 2016. That date Barack Obama nominated highly qualified Judge Merrick Garland for the Supreme Court and Sen. Mitch McConnell; the Senate Majority Leader effectively vetoed it. That was the first big crack in converting our republic to a theocracy. Majority Leader is not a Constitutionally prescribed position like Speaker of the House.
