PARIS, France, Feb 18, 2026 (BSS/AFP) - Ukraine recaptured 201 square kilometres (78 square miles) from Russia between Wednesday and Sunday last week, taking advantage of a Starlink shutdown for Russian forces, according to an AFP analysis of data from the Institute for the Study of War (ISW). These 201 square kilometres include areas that Kyiv and military analysts say are controlled by Russia (72 square kilometres), as well as those claimed by Moscow's army (129 square kilometres). Kyiv claimed that Russian drones were using them, in particular, to circumvent electronic jamming systems and strike their targets with precision. Without the use of Starlink, Russian forces only advanced on February 9, with Kyiv gaining ground on the other days. Approximately 7 percent -- Crimea and part of the Donbas -- was already under Russian control before the invasion launched in February 2022.

"If you're having trouble accessing YouTube right now, you're not alone -- our teams are looking into this," the company said on X, linking to a support page. The help page later posted that "an issue with our recommendations system prevented videos from appearing across surfaces on YouTube (including the homepage, the YouTube app, YouTube Music and YouTube Kids)." During the worst of the outage, visitors to the website's homepage were greeted with an invitation to come back later. Google-owned YouTube is the world's largest video sharing platform, with over 2.5 billion users actively using the site each month.

According to the circular, the central bank’s financial market operations follow a structured schedule, with most activities beginning at 9:30 AM. Auctions for Treasury Bills, Bonds, Sukuk, BGIIB, and BB Bills, along with the Islamic Banks Liquidity Facility (IBLF), are the first to close at 11:30 AM. This is followed by Secondary Trade (TWS), which concludes at 1:30 PM, and the Central Bank Repo and Standing Deposit Facility (SDF), which remain open until 1:30 PM. The central bank clarified that the existing regular schedule for these transactions and auctions will resume after the holy month of Ramadan ends.
