Egypt announced the failure of the fourth and final round of negotiations on the Grand Ethiopian Renaissance Dam (GERD), which was held on Monday and Tuesday in the Ethiopian capital, Addis Ababa. Cairo said, “In light of these Ethiopian positions, the negotiating paths have ended.”The Egyptian Ministry of Water Resources and Irrigation indicated that the meeting held within the course of the GERD negotiations between Egypt, Sudan and Ethiopia, which was previously launched within the framework of the three countries’ agreement to accelerate the completion of the agreement on the rules for filling and operating the dam within four months, did not produce any results. In a statement following the meeting on Tuesday, that the meeting failed due to “the continuation of the same Ethiopian positions refusing over the past years to adopt any compromise technical and legal solutions that would secure the interests of the three countries, and Ethiopia’s persistence in reneging on the understandings reached that meet its declared interests.”Egypt said that it has become clear that the Ethiopian side is determined to continue exploiting the negotiating cover to establish the status quo on the ground, and to negotiate to extract an instrument of approval from the two downstream countries on absolute Ethiopian control of the Blue Nile in isolation from international law. Egypt confirmed that it will closely monitor the process of filling and operating the dam, and that Cairo reserves its right guaranteed under international conventions to defend its water and national security in the event it is exposed to harm.

(Adds Ethiopia foreign ministry statement paragraph 3, final two paragraphs)DUBAI, Dec 20 (Reuters) -Egypt said the latest talks over the Grand Ethiopian Renaissance Dam (GERD) had failed but it would monitor the process of filling and operating the dam. In a statement, Ethiopia's foreign ministry said Egypt had "misrepresented" Ethiopia's positions in the talks, adding that Egypt's "colonial era mentality and erected roadblocks against efforts toward convergence". Egypt has long opposed the project because of worries about its future supplies of water from the Nile, on which it is heavily dependent. Sudan, another downstream country, has expressed concern about the regulation and safety of its own water supplies and dams. "Ethiopia remains committed to reach an amicable and negotiated settlement that addresses the interests of the three countries and looks forward to the resumption of the negotiation," the foreign ministry statement said.

Egypt said on Tuesday that a four-month deadline agreed to with Ethiopia to negotiate an end to a long-running dispute over a dam on the Nile has expired without any progress made. Ethiopia has insisted the hydroelectric dam on the Blue Nile is crucial to the nation's development and that Egypt and fellow downstream country Sudan have nothing to fear. Sudan, which will also be affected by the building of the dam, has consistently been a party to the negotiations. “In view of these Ethiopian positions, the path of negotiations has now ended.”A view of the Nile River in Cairo, Egypt.

It will be run under the umbrella of a pre-existing grouping in the region, the Combined Maritime Forces, and the leadership of its Task Force 153, which focuses on the Red Sea.
