Mumbai News प्रदेश सरकार ने किन्नरों के स्वयंरोजगार और व्यवसाय के लिए बीज पूंजी (सीड कैपिटल) योजना को लागू करने को मंजूरी प्रदान की है। प्रदेश के सामाजिक न्याय विभाग ने इस संबंध में शासनादेश जारी किया है। कौशल्ययुक्त व अप्रशिक्षित व्यक्तियों को कौशल्य विकास का प्रशिक्षण देकर उन्हें शाश्वत रोजगार के मौके उपलब्ध कराने की दृष्टि से यह योजना लागू करने का फैसला लिया गया है। बीज पूंजी योजना के तहत किन्नरों को छोटे व्यवसाय के लिए राष्ट्रीयकृत बैंकों से कर्ज उपलब्ध कराया जाएगा।सरकार ने प्रत्येक जिले में 25 लाभार्थी किन्नरों को योजना का लाभ देने का लक्ष्य रखा है। पहले चरण में प्रतिवर्ष एक हजार लाभार्थी किन्नरों को लाभ देने की योजना है। योजना को लागू करने की जिम्मेदारी सक्षम प्राधिकारी समाज कल्याण के सहायक आयुक्त की होगी। योजना के बारे में नीतिगत फैसले लेने के लिए प्रदेश के सामाजिक न्याय मंत्री संजय शिरसाट की अध्यक्षता में सात सदस्यों की राज्यस्तरीय समिति की गई है। जबकि योजना को प्रभावी रूप से लागू करने के लिए पुणे स्थित समाज कल्याण आयुक्त की अध्यक्षता में चार सदस्यीय समिति गठित की गई है। जबकि योजना के लाभार्थियों को चिन्हित करने और पर्यवेक्षण के लिए जिलाधिकारी की अध्यक्षता में सात सदस्यीय समिति बनाई गई है। पुणे में समाज कल्याण आयुक्तालय में योजना का मदद कक्ष स्थापित किया जाएगा।ये व्यवसाय शुरू कर सकेंगे अप्रशिक्षित किन्नरयोजना के तहत अप्रिक्षित किन्नरों को लघु व्यवसाय शुरू करने के लिए कर्ज उपलब्ध कराया जाएगा। किन्नरों को भाजी स्टॉल, फ्रुट स्टॉल, चाह व स्नैक्स सेंटर, जनरल स्टोर, जेरॉक्स व लेमिनेशन सेंटर, ब्यूटी पार्लर, कपड़े का बैग तैयार करने, बेकरी व्यवसाय, चिकन व मछली विक्री केंद्र, वडा-पाव-ज्यूस सेंटर, सलून समेत अन्य 20 तरह का लघु व्यवसाय करने के लिए कर्ज मिल सकेगा।प्रशिक्षित किन्नरों को मिलेगा टूल किटअप्रशिक्षित किन्नरों को व्यवसाय के लिए प्रशिक्षण देकर उन्हें टूल किट खरीदने के लिए कर्ज उपलब्ध कराया जाएगा। ऐसे किन्नरों को प्लंबर, फ्रिज, टीवी, एसी, गैस चूल्हा, गिजर, वॉटर गिजर, वॉटर फिल्टर, घरेलू उपकरण और मोबाइल समेत 12 प्रकार के कामों के लिए टूल किट खरीद सकेंगे।तीन तरह की कर्ज योजनालाभार्थी किन्नरों को लघु, मध्यम और दीर्घ तीन तरह की कर्ज योजना का लाभ मिल सकेगा। लघु कर्ज योजना के तहत लाभार्थी किन्नर को 25 हजार रुपए तक, मध्यम कर्ज योजना के तहत 50 हजार रुपए और दीर्घ कर्ज योजना के तहत 2 लाख रुपए तक ऋण मिल सकेगा। इस कर्ज की कुल राशि में से लाभार्थी किन्नर को 5 प्रतिशत धन देना होगा। सरकार से 45 प्रतिशत तक अनुदान मिल सकेगा। जबकि 50 प्रतिशत राशि राष्ट्रीयकृत बैंक से कर्ज लेना होगा। कर्ज का ब्याज आरबीआई के नियमों के तहत वसूल किया जाएगा। नियमित कर्ज वापस करने वाले लाभार्थियों को ब्याज में तीन प्रतिशत की छूट मिल सकेगी। लाभार्थी किन्नरों से राष्ट्रीयकृत बैंकों को ही कर्ज वसूलने की जिम्मेदारी होगी। कर्ज वसूली के लिए सरकार किसी प्रकार से जिम्मेदार नहीं रहेगी।अधिवास प्रमाणपत्र होना अनिवार्ययोजना का लाभ के लिए किन्नरों के पास महाराष्ट्र में कम से कम दस साल से निवास संबंधित अधिवास प्रमाणपत्र होना अनिवार्य होगा। लाभार्थी की आयु 18 से 50 साल तक होनी चाहिए। सक्षम प्राधिकारी ओर से जारी पहचानपत्र, मतदाता पहचान पत्र, आधार कार्ड, पैनकार्ड, राशनकार्ड, लाइट बिल, घर टैक्स रसीद अथवा किराए के घर का एग्रीमेंट होना चाहिए। स्थानीय निकायों का व्यवसाय की अनुमति संबंधित अनापत्ति प्रमाण पत्र, व्यवसाय के लिए आवश्यक सामग्री अथवा मशीन का कोटेशन व बिल, व्यवसाय शुरू करने वाले स्थल का किराए का होगा तो संबंधित जगह मालिका का अनापत्ति प्रमाण पत्र होना चाहिए।
