जागरण संवाददाता, पटना। बिहार विद्यालय परीक्षा समिति की ओर से आयोजित मैट्रिक की वार्षिक परीक्षा 17 फरवरी (मंगलवार) से शुरू हो रही है। परीक्षा राज्य 1,699 केंद्रों पर होगी। इसमें कुल 15,12,687 परीक्षार्थी शामिल होंगे। बोर्ड ने परीक्षा को लेकर सुरक्षा और व्यवस्था को लेकर सख्त निर्देश जारी किए हैं। परीक्षा केंद्रों पर सीसीटीवी और वीडियोग्राफी की व्यवस्था रहेगी। साथ ही मुख्य गेट परीक्षा शुरू होने से आधा घंटा पहले बंद कर दिया जाएगा। बोर्ड ने कहा है कि परीक्षार्थियों को परीक्षा शुरू होने से कम से कम 30 मिनट पहले केंद्र में प्रवेश कर लेना होगा। देर से पहुंचने पर प्रवेश नहीं मिलेगा।छात्राओं के लिए प्रत्येक जिले में चार मॉडल परीक्षा केंद्र बनाए गए हैं। परीक्षा समिति ने कहा कि विद्यार्थियों को जूता-मोजा पहनकर आना वर्जित है। विद्यार्थी चप्पल पहनकर परीक्षा में शामिल होंगे। परीक्षा केंद्र पर किसी भी अनधिकृत व्यक्ति के प्रवेश पर प्रतिबंध रहेगा। इसके अलावा मोबाइल फोन ले जाने पर पूरी तरह रोक लगाई गई है।परीक्षा केंद्र के 200 मीटर के दायरे में भी अनधिकृत लोगों की मौजूदगी पर कार्रवाई की जाएगी। बोर्ड ने ओएमआर शीट और उत्तरपुस्तिका जमा कराने का भी समय निर्धारित किया है, ताकि परीक्षा संचालन में पारदर्शिता बनी रहे। बिहार बोर्ड ने सभी जिलों के डीएम, एसपी और प्रशासनिक अधिकारियों को परीक्षा संचालन में सख्ती से निर्देशों का पालन कराने को कहा है।पटना में 70 केंद्र, 71 हजार परीक्षार्थी होंगे शामिल पटना जिले में कुल 71,022 परीक्षार्थियों के लिए 70 परीक्षा केंद्र बनाए गए हैं। पहली पाली में 35,897 परीक्षार्थी शामिल होंगे। इसमें छात्राएं 19,069 व छात्र 16,828 वहीं दूसरी पाली में 35,125 परीक्षार्थी, जिसमें छात्राएं 18,968 और छात्र 16,157 शामिल होंगे। यदि किसी परीक्षार्थी के एडमिट कार्ड पर गलत फोटो छपी हो या फोटो में गड़बड़ी हो, तो उसे पहचान पत्र के साथ परीक्षा केंद्र पर पहुंचना होगा।अगर किसी का एडमिट कार्ड गुम हो जाए या घर पर छूट जाए, तो उपस्थिति पत्रक में मौजूद स्कैन फोटो और रोल शीट से सत्यापन कर उसे परीक्षा में बैठने की अनुमति दी जाएगी। बोर्ड ने बताया कि इस बार हर परीक्षार्थी को बीएसईबी यूनिक आइडी भी जारी की गई है।पहले दिन भाषा विषय की परीक्षा मैट्रिक परीक्षा के पहले दिन 17 फरवरी को दोनों पालियों में भाषा विषय (हिंदी, बंगला, उर्दू, मैथिली) की परीक्षा होगी। पहली पाली सुबह 9.30 बजे से दोपहर 12.45 बजे तक और दूसरी पाली दोपहर दो बजे से 5.15 बजे तक होगी।

A young woman was allegedly abducted in a car in Kasba and molested by its occupants on Friday night. The 21-year-old woman told police that she was standing near “Jahajbari” in Kasba when she was forcibly pushed into a black private car around 11pm on Friday. According to police, a 66-year-old businessman from Behala was allegedly cheated out of ₹3.1 crore through a digital arrest scam. NEW DELHI: The Enforcement Directorate has slapped a Rs 184-crore FEMA penalty against news portal NewsClick and its editor-in-chief, Prabir Purkayastha, official sources said on Monday. The order specifies that the company that owns the portal -- PPK NEWSCLICK Studio Private Limited -- has been penalised for an amount of Rs 120 crore while Purkayastha has been issued the same order for Rs 64 crore of alleged violations, the sources told PTI. The ED had first raided the premises of NewsClick located in the Saidulajab area of the national capital in September, 2021 on charges of money laundering. The BJP, in 2023, had quoted a New York Times news article to allege wrongdoing by the portal and its promoters. The 2009 founded portal states on its website that it is an independent media organisation dedicated to covering news from India and elsewhere with a focus on progressive movements.

बहस तेज हो गई है। भाजपा और कांग्रेस समेत अन्य राजनीतिक दल इस मुद्दे पर अपनी-अपनी बात रख रहे हैं और राजनीतिक हलकों में इसे 2027 वि. 2011 के जनसंख्या आंकड़ों में धर्मनगरी हरिद्वार के साथ साथ देहरादून और ऊधम सिंह नगर के एक दर्जन कस्बे ऐसे मिले हैं जहां हिंदू ही अल्पसंख्यक बन गया है। यहां मुस्लिम आबादी लगातार बढ़ रही है और हालात ऐसे हैं कि ये आंकड़ा 50% या उससे ऊपर पहुंच गया है। जनगणना के अनुसार, हरिद्वार के पिरान कलियर कस्बे में तो मुस्लिम आबादी 94% है।मैदानी जिलों में इस तरह बदलती डेमोग्राफी को कुछ राजनीतिक विश्लेषक, भाजपा के लिए चिंता और कांग्रेस के लिए फायदा मान रहे हैं। इसीलिए भाजपा इस गंभीर मुद्दा मान रही है, कांग्रेस इस मुद्दे का सांप्रदायिक भेदभाव के आधार पर विरोध कर रही है।कांग्रेस प्रवक्ता शीशपाल बिष्ट के मुताबिक भाजपा आबादी के मुद्दे को उठाकर पलायन, बेरोजगारी और विकास जैसे सवालों से ध्यान भटका रही है। हालांकि भाजपा नेताओं का कहना है कि प्रदेश की जनसंख्या में असंतुलन पैदा होने की कोशिशें चिंता का विषय हैं और सरकार इसे रोकने के लिए कदम उठा रही है।पहाड़ों के मुकाबले मैदानों में ज्यादा आबादी…उपलब्ध आंकड़ों को देखें तो उत्तराखंड के मैदानी जिलों में मुस्लिम आबादी का प्रतिशत ज्यादा दिखाई देता है। हरिद्वार जिले की रुड़की तहसील में मुस्लिम आबादी 42.29% है। ऊधम सिंह नगर के जसपुर में 37.36% और काशीपुर में 28.84% दर्ज की गई है। देहरादून जिले के विकासनगर में यह 27.18 और बाजपुर में 26.79% है। हरिद्वार और लक्सर क्षेत्रों में भी मुस्लिम आबादी करीब 25% के आसपास है।तराई और कस्बाई क्षेत्रों में भी मुस्लिम आबादी अच्छी संख्या में मौजूद है। रामनगर में यह 22.95%, किच्छा में 22.35% और हल्द्वानी में 18.55% है। सितारगंज (15.13%), गदरपुर (14.77%) और खटीमा (13.64%) जैसे क्षेत्रों में भी मुस्लिम आबादी दो अंकों में दर्ज की गई है।इसके उलट पहाड़ी जिलों की तस्वीर अलग है। श्रीनगर में मुस्लिम आबादी 3.5%, टिहरी में 3.56%, रानीखेत में 2.36% और पौड़ी में 1.66% है। जोशीमठ में यह 1.16% है, जबकि कई उंचाई वाले इलाकों में यह 1% से भी कम है।अब समझिए डेमोग्राफी बदलाव पर राजनीतिक चिंता क्योंराजनीतिक विश्लेषक दिनेश मानसेरा का कहना है कि अल्पसंख्यक-बहुसंख्यक संविधान का हिस्सा है,संविधान के अनुच्छेद 29 और 30 में धार्मिक आधार पर अल्पसंख्यकों के संरक्षण का जिक्र है। यह टर्म राजनीति में भी जमकर प्रयोग होता है, उत्तराखंड की डेमोग्राफी को बदलना एक सुनियोजित राजनीतिक साजिश का हिस्सा है, ऐसे लोगों का मकसद प्रदेश की राजनीति में अपना दबदबा बढ़ाना है।पिछले कुछ सालों में उत्तर प्रदेश से सटे राज्य के इलाकों की जनसंख्या में जबरदस्त बदलाव हो चुका है। राज्य में बड़ी संख्या में फर्जी स्थायी निवास प्रमाण पत्र मिलने के बाद प्रदेश सरकार ने 2003 से परिवार रजिस्टर की जांच का आदेश दिया है। उनके अनुसार उत्तर प्रदेश से सटे इलाकों में पिछले सालों में आबादी में बदलाव देखा गया है और ऐसे परिवर्तन प्रदेश की राजनीति पर असर डाल सकते हैं।पहाड़ी और मैदानी सीटों का गणितउत्तराखंड की 70 विधानसभा सीटों में से 36 सीटें मैदानी और तराई क्षेत्रों में आती हैं, जहां आबादी तेजी से बढ़ रही है, जबकि 34 सीटें पर्वतीय क्षेत्रों में हैं जहां आबादी अपेक्षाकृत स्थिर है। ऐसे में मैदानी इलाकों की ज्यादा सीटों पर जनसंख्या संरचना और मतदाता संख्या में बदलाव चुनावी समीकरणों को प्रभावित करने वाला बड़ा कारण बन सकता है।कांग्रेस कार्यकाल में डेमोग्राफी बदलाव के आरोपविभिन्न विभागों से ली गई जानकारी और 2011 की जनगणना के बाद चुनावों में बढ़ती मतदाता संख्या के आधार पर कुछ चौंकाने वाले आंकड़े सामने आए हैं। पॉलिटिकल एक्सपर्ट अभय कुमार का दावा है कि उत्तराखंड में कांग्रेस शासनकाल के दौरान मतदाता वृद्धि दर भाजपा सरकार के मुकाबले कहीं अधिक रही।उनके अनुसार 2002–2007 में मतदाता संख्या 13.56% और 2012-2017 में 19.27% बढ़ी, जबकि भाजपा शासनकाल 2007-2012 में यह 6.54% और 2017-2022 में 8.67% दर्ज की गई। वे कहते हैं कि कुछ ऐसी सीटों पर मतदाताओं की संख्या तेजी से बढ़ी जिन्हें पहले भाजपा के लिए अनुकूल माना जाता था।देहरादून की धर्मपुर सीट पर 2012-2017 के बीच 52.54% वृद्धि इसका उदाहरण बताया जाता है। अभय कुमार का आरोप है कि जनसांख्यिकीय बदलाव के जरिए राजनीतिक संतुलन प्रभावित करने की कोशिश की गई है।एक सीट बदल A six-member National Green Tribunal (NGT) special bench ruled on Monday that it did not find “any good ground” to interfere in the environmental clearance accorded to the Rs 81,000-crore Great Nicobar mega infrastructure project as there were “adequate safeguards” in the project’s environmental clearance. The tribunal acknowledged that neither the project’s strategic importance could be denied, nor conditions of the Island Coastal Regulation Zone (ICRZ) notification be ignored. It also assessed whether or not conditions imposed in the project’s 2022 environmental clearance – to mitigate its impacts – were met. The committee was formed in compliance with the NGT’s April 2023 order, to revisit some unanswered issues in the project’s environmental clearance.
