This surge has led to accusations that government security forces under interim Prime Minister Abdul Hamid Dbeibeh are actively enabling and profiting from human trafficking operations. “Dbeibeh’s Coast Guard commanders are working hand-in-glove with traffickers; there is no doubt about it,” said local activist Salah al-Din. As political divisions continue to paralyze Libya, oversight of security forces has broken down, allowing traffickers to operate with impunity. “When you have underpaid security forces and a lack of accountability, it creates conditions for exploitation,” said analyst Sami Faitori.

Derna, Libya – About a month after floods devastated Libya’s eastern city of Derna, Dr Khaled al-Shaari was discovered by his neighbours. Since the flood, Layla has had acute anxiety. There are nearly 600 displaced families now living in the eastern city of Tobruk, about 67km (42 miles) to the southeast. Several attempts have been made to communicate the conditions of the displaced families to both governments, explained Faraj Abu al-Khattabiya, the mayor of Tobruk, over the phone. Many of the displaced families suffer from acute anxiety, fear and an inability to process the trauma they experienced, according to al-Khattabiya.

The Ocean Viking rescue vessel has picked up 128 stranded migrants in three operations off the coast of Libya, the Marseille-based SOS Mediterranee, which runs the ship, said Saturday. On Friday night, the Ocean Viking carried out two rescues following alerts received on a migrant alert phone number, both in “the Libyan search and rescue region”. According to eastern based Libyan government (unrecognised by most of the international community), the Consul General of Morocco, Saeed Benkirane, said flights between Libya and Morocco will return ‘‘as soon as possible’’. Benkirane is also reported as saying that visas on the Libyan side will be lifted as soon as the reasons for imposing them are removed. The eastern based government also claimed that the Moroccan Consul General praised the state of security and stability witnessed by the city of Benghazi and all cities and regions under the control of the Libyan government and the (Khalifa Hafter’s) Libyan Arab Armed Forces. He is also reported to have stressed the support of the Moroccan authorities for the government and the Libyan people in all fields, and that they are ready to stand with them in everything that guarantees their interests.
