Libya's parliament has approved laws for national presidential and parliamentary elections, the chamber's spokesman said, but continued disputes over the process may make it difficult to hold an election. A majority of members in the House of Representatives (HoR) backed the laws in a vote on Monday, spokesman Abdullah Belaihaq said. Libya's political divisions played into the recent disaster in Derna when dams broke under heavy rain, washing away much of the town in a flash flood that killed thousands of people. AFPAn attempt to hold an election in 2021 collapsed because of disputes over the rules after the HSC and other parts of Libya's political system rejected electoral laws issued by the HoR. Mr Saleh has previously presented laws whose validity some HoR members later disputed, accusing him of abusing parliamentary processes.

Extreme heat is usually associated with drought and wildfires. But across five continents this year, it’s also unleashed a different kind of disaster: deadly flooding. Cities around the world have seen record rainfall 139 times in 2023. A rare hurricane-like storm inundated Libya last month, killing thousands. After fatal floods pummeled the US Northeast over the summer, torrential rains paralyzed New York City last week.

CYRENE, Libya : The flooding that killed thousands in Libya's Derna last month damaged the ruins at the ancient Greek city of Cyrene in the mountains nearby, but it also revealed new archaeological remains there by washing away earth and stones. The flooding caused mud and rubble to pile in Cyrene's Greek-era baths that will require specialised clearing said local antiquities department official Adel Boufjra. "I'm pretty sure, and expecting, that one of these landmarks could collapse due to the excessive underground water during the winter," he said. "The flooding has revealed a new site - a water canal that I believe dates back to the Roman era. One of Libya's five UNESCO World Heritage sites, along with the extensive Roman ruins overlooking the Mediterranean at Sabratha and Leptis Magna, Cyrene's stone pillared temples stand on a fertile hillside near rocky crags.

The lawyer of Abdullah Al-Senussi, head of the intelligence agency in the Gaddafi regime, Ahmed Nashad, said that his client’s sentencing hearing had been postponed to November 06, telling reporters that this postponement was attributed to the failure to bring Al-Senussi to trial on last Monday. This is the eighth time in a row that the sentencing hearings for Al-Senussi have been postponed due to his failure to appear at the headquarters of the Tripoli Court of Appeal, where his trial is taking place. He is also convicted of being behind the Abu Salim prison massacre that took place in 1996, when more than 1,200 people were killed. Al-Senussi fled Libya after the fall of Gaddafi’s regime, and then he was arrested in 2012 after arriving from Morocco to Mauritania carrying a false passport. A death sentence was issued against Al-Senussi in 2015 in the Abu Salim massacre case, but the court ruled at the end of 2019 to drop charges against all defendants in the case, before the Supreme Court overturned the ruling and put the case back for a retrial.

In the mountains above the city, the Derna and Bou Mansour dams, built in the 1970s, had been damaged for decades. Morocco in 2022 endured another catastrophe when record drought contracted agricultural output 15% for barely positive 1% gross domestic product (GDP) growth. These burdens were mitigated with notable strides this year during the first half in both countries, through signature moves such as an oversubscribed Eurobond issue for Morocco and central bank first phase reunification in Libya. As a “wealthy but fragile state”, diversification is in order with hydrocarbons forming 95% of exports, and 2,000 mainly loss-making state enterprises. The central bank must also divest from commercial banks providing three-quarters of system credit, align capital adequacy and loss provision measures, and better define the Islamic style approach, the Fund concluded. In the aftermath, this path invites a more visible appearance on foreign bank and fund manager radar than the sideline relegation to date complicated by delicate geopolitics.
