Tunisian authorities had violently forced him, his wife and their 6-year-old daughter across the border to Libya by foot without water, in the blazing heat, he said. The Libyan police border guard in al-Assa, near the Tunisian border, found the woman and child in the July 19 photo dead, spokesperson Maj. Shawky al-Masry said. Human rights organizations, Libyan authorities and migrants themselves have accused Tunisia of violating international law with the mass expulsions across its borders. Tunisian authorities long skirted a direct response to those accusations, but on Thursday, the Interior Ministry rejected any responsibility about “Africans outside its borders,” a clear reference to those in the desert. Libyan guard Ali Wali said his team has seen through binoculars Tunisian security forcing migrants toward Libya.

The south of the country remains in turmoil due to civil unrest, the persisting terrorist threat and armed tribal violence. The Second Russia-Africa Summit and Economic and Humanitarian Forum is taking place in the Russian city of St. Petersburg from July 27-28.

Despite hearing more than an hour of public outcry, the Roanoke County School Board unanimously approved new rules about “curricular and noncurricular school and classroom displays” Thursday night. “All classroom displays must directly relate to the curriculum and instructional goals of the courses of study conducted in that classroom,” the new policy says. Over the course of 80 minutes, 27 members of the public spoke their concerns to the school board. Those speakers said the new policy is not supportive of LGBTQ+ students, and prevents teachers from displaying material — such as Pride flags — to display their support for those marginalized people. The policy arose after a series of contentious school board meetings, starting in May when a member of the public addressed the board to accuse specific school members who displayed rainbow-patterned classroom items of being “groomers” and “sexual predators.”Those comments spurred a series of counter-complaints in support of LGBTQ+ people at following board meetings.

28 July 2023 CORRESPONDENTSTripoli, LibyaReutersThe United Nations Libya mission warned on Thursday against "unilateral initiatives" to address the country's political stalemate after two legislative bodies proposed creating a new interim government as a precursor to elections. "Unilateral actions, like similar attempts seen in the past, could inflict serious negative consequences for Libya and trigger further instability and violence," the UN mission said in a statement noting the legislative bodies' proposals. An effort by the HoR to appoint a new government last year led to a day of heavy fighting in Tripoli. The bodies have instead announced a separate roadmap that would involve replacing Dbeibah's government before any move towards the national elections that would replace them. It aims to form a new interim government to supervise presidential and parliamentary elections.
