The USAID spokesperson said the agency intended to resume food assistance as soon as it was confident in the integrity of the system. In the 2022 fiscal year, USAID disbursed nearly $1.5 billion in humanitarian assistance to Ethiopia, most of it food aid. Ethiopia’s food crisis has deepened in recent years as a result of the war in Tigray and the Horn of Africa’s worst drought in decades. WFP is also investigating “systemic” food diversion across Ethiopia, according to an email sent last week by the agency’s deputy director to staff in Ethiopia.

According to the State Examinations Commission (SEC), 135,033 candidates are sitting Leaving Certificate, Leaving Certificate Applied and Junior Cycle examinations across the country, running until June 27, June 15, and June 19 respectively. The most significant increases are recorded in the Leaving Certificate Applied programme with a massive 20% increase, followed by a 5% rise in Junior Cycle. Three thousand eight hundred and twelve students are sitting Leaving Certificate Applied exams (2109 males and 1703 females), with 71,494 students (36378 males and 35116 females) sitting Junior Cycle exams. The SEC intends to issue the 2023 Leaving Certificate and Leaving Certificate Applied examination results to candidates on Friday August 25. Prime Minister Abdul Hamid Dbeibeh has signed a decree to create a new armed group, called the National Apparatus of Support Forces, which will be commanded by Ahmad Ali Khalil Issa, a representative of the city of Misrata, according to document leaked to the press. The new apparatus includes the February 17 Revolutionaries, a group inspired by the uprisings that led to the fall of Muammar Gaddafi in 2011. It is unclear what the exact role of the apparatus will be. The decree makes an obscure statement about the purpose if the apparatus, saying that its goal will be to “protect the sovereign legitimacy of the state and preserve the goals of the revolution.”Commenting on the news, Mohamed Eljarh, a Libyan analyst, said that “with this, Dabaiba continues its efforts to consolidate its grip on western Libya”.

Libya’s long-delayed elections will be held under a new government “to ensure integrity of the electoral process”, according to new elections laws agreed between the High Council of State and the House of Representative in Morocco. Article 85 of the presidential election law further stipulates that neither the prime minister of this new government nor any of its members will be eligible to run for elections. Notably, the law also stipulates the candidates must not be dual citizens. The law also states that the presidential elections will be held in two round, regardless of the percentage of votes that candidates receive in the first round. The date of elections will be determined by the High Council of State and the House of Representative in coordination with HNEC, as per Article 23 of the law.

The governor of the Central Bank of Libya, Al Saddiq al Kabir, yesterday discussed the partnership with the United States Development Agency (USAID) during a meeting at the headquarters of the agency in Washington. This was reported in a statement by the Libyan Bank on its Facebook page, according to which the meeting concerned the follow-up to the implementation of the technical support program package started in 2022 and the cooperation and support plan for the year 2024. The statement added that the central bank’s initiatives on transparency, liquidity and the development of electronic payment services were discussed at the meeting.
