Türkiye is in talks with Nigeria and Libya as it seeks alternative sources of gas, the country’s minister for Energy Fatih Donmez has said. We consider establishing partnerships with those countries to acquire a share in the production of natural gas or oil. Donmez stressed that Türkiye may further diversify its suppliers of natural gas. Oil Production: Again, OPEC Data Shows Angola, Algeria, Libya Overtook Nigeria in October•Africa’s biggest producer retains 4th position•Oil cartel cuts global demand forecast by 100,000bpdEmmanuel Addeh in AbujaLike in previous months, Angola, Algeria and Libya again pushed Nigeria to the fourth position in October, as Africa’s ‘biggest’ oil producer struggles with sundry issues which have hobbled it’s capacity to meet the Organisation of Petroleum Exporting Countries (OPEC) oil quota. While in the month under review, Algeria drilled 1.060 million barrels per day, Angola produced 1.051 million bpd, Libya’s output was 1.163 million while Nigeria’s oil production stood at 1.024 million bpd. Meanwhile, OPEC has made another cut to its global oil demand growth forecast, trimming around 100,000 bpd from its projections for both 2022 and 2023. This year’s growth is now pegged at 2.55 million bpd, compared with a previous forecast for 2.64 million bpd, OPEC said. The crude oil production of all 13 OPEC members, including those exempt from the OPEC+ pact – Venezuela, Iran, and Libya – averaged 29.49 million bpd in October, according to secondary sources.

Prime Minister Robert Abela said the solution to migration is to stem the flow of boats leaving Libya to stop people from embarking on perilous sea journeys and applying for asylum in Malta and Europe. This came after Malta signed a joint statement with Italy and other Mediterranean countries to promote a coordinated approach on immigration policy. The solution, he added, is not that of allowing asylum seekers leave Libya on boats “and then see what happens boat by boat when they’re in danger in the middle of the sea,” but to stem the flow of migration at source. Over the weekend, Italy, Greece, Malta and Cyprus signed a statement in which they effective attacked NGO rescue boats, which they claimed do not respect international law. Several international reports, as well as thousands of accounts by survivors, have documented the heinous treatment meted out to migrants and refugees in Libya.

The crude oil production of all 13 OPEC members, including those exempt from the OPEC+ pact - Venezuela, Iran, and Libya - averaged 29.49 million bpd in October, according to secondary sources in the organization’s closely-watched Monthly Oil Market Report (MOMR) published on Monday. Saudi Arabia’s production dropped the most among OPEC members and was below the targeted production level of 11.004 million bpd per the schedule the OPEC+ meeting had adopted. The Kingdom self-reported higher production for October than secondary sources’ estimates, at 10.957 million bpd, down by 84,000 bpd compared to September. Angola’s crude oil production fell by 78,000 bpd to 1.067 million bpd in October, according to OPEC’s secondary sources. Angola’s target, however, is much higher, at 1.525 million bpd, meaning that the country was nearly 500,000 bpd below target.

Foreign affairs and trade minister Ian Borg and energy minister Miriam Dalli were in Libya on Sunday where they held a number of bilateral meetings in Libya. Among others, Borg and Dalli held meetings with Libya’s minister for foreign affairs Najla El Mangoush, oil and gas minister Mohammed Oun and environment minister Ibrahim Munir Al-Arabi. The ministers stated that “through these discussions, we continue to see together so that our peoples benefit from a better quality of life”. Dalli said that the Maltese government was committed to exploring opportunities with Libya in the energy sector, particularly in renewables. Malta is committed to continue investing in the diversification of its energy sources”, Dalli said.

The European Union’s Operation Irini taskforce has intercepted a Dutch multipurpose cargo ship carrying military vehicles to Libya. The 4,400-dwt Meerdijk (built 2010) was boarded for an inspection off the coast of the North African country on 11 November. Operation Irini said it was carrying cargo that represented a “possible violation” of the United Nations arms embargo. A European military vessel operating in the central Mediterranean for Irini had detected the Meerdijk on its way to Libya.

The High Council of State's accusations came after armoured vehicles from an armed group commanded by Dbeibah's administration surrounded a major hotel in the capital Tripoli, preventing council members from entering, according to images broadcast by local media. The council's head, Khaled al-Mishri, said in a video statement on Facebook that the body had been due to vote on a constitutional basis for elections. Polls had been set for December 2021 to elect a replacement for Dbeibah's government, but were indefinitely postponed. The meeting was also set to discuss "the unification of executive power", implying that it would cover the fate of Dbeibah's government. Libya has been plagued by violence since the fall of Moamer Kadhafi's regime in 2011.

The ECA Office for North Africa will hold on 14-18 November 2022 its second capacity development workshop on the Libya AfCFTA national implementation strategy. The African Continental Free Trade Area (AfCFTA), signed in Kigali, Rwanda in 2018 is the world’s largest free trade zone since the creation of the WTO, with the aim of creating a 1.2 billion consumer single market. The AfCFTA can provide Libya with an opportunity to make the most of its hydrocarbon reserves while diversifying its economy and trade partners. This workshop will offer participants the opportunity to improve their capacity of enhancing Libyan exports under the AfCFTA by studying best practices in export promotion policymaking. It will also be an opportunity to present African, international institutions and programs that can be used to enhance intra-regional trade between African countries with the final goal of supporting Libya’s efforts to design a national strategy for the implementation of the AfCFTA.
