While the Government’s revenue, including its tax take, rose over the year, the expenses it faced increased by more. There have been calls for ACC to improve its claims management processes to keep a lid on these costs. Altogether, the Government’s expenses rose by 11.3% over the year, while its revenue only increased by 9.4%. Turning to the Government’s debt position, net core Crown debt rose by 13% over the year to $175.5b. While this was a little below what the Treasury forecast at the May Budget, it still surpassed Willis’ debt target.

Three separate investigations – by police, Maritime NZ and TAIC were launched and today TAIC published its final report, which included four reasons why the accident happened:Watchkeeping standards on both vessels did not provide safe navigation and it is virtually certain that they contributed to the accident. As a result, they did not keep a proper lookout and did not see the Waitere crossing in front of them. Once the skipper of the Onepoto noticed the Waitere, they were too close to take action to avoid the collision. The skipper of the Onepoto was navigating the vessel at 20.5 knots. The regulator, Maritime NZ, engages in sufficient promotion of good watchkeeping and lookout practices via safety audits, guidance publications, and prosecuting where the rules are breached.

If that’s the case, we could see oil prices slide back as the rest of the conflict - as terrible as it all is - has less direct impact on oil supply. If a serious and sustained conflict breaks out between Iran and Israel, there is a risk oil prices could spike back above US$100. Broadly, oil prices have been coming down over the past year, mostly due to subdued demand, with both the US and Chinese economies being sluggish. As these economies rebound we should expect oil prices to rise, regardless of the Middle East situation.

The Reserve Bank has today cut the official cash rate (OCR) by 50 basis points to 4.75%. The Monetary Policy Committee said economic activity in New Zealand was subdued, in part due to restrictive monetary policy. Committee members agreed that an OCR of 4.75% was still restrictive and left monetary policy well-placed to deal with any near-term surprises. ASB chief economist Nick Tuffley was more emphatic in his expectation of a 50bps cut this week but conceded it was not a done deal. Kiwibank economists noted market traders and economists had now all positioned for “chunky” 50bps rate cuts.
