But foreign policy specialists say that’s pretty much where the comparison ends. Manger said focusing on other middle powers is a sound strategy for Canada, but that revising international institutions and rules within the new landscape won’t be easy.

The number of Canadian applications for the Nexus trusted-traveller program has fallen off a cliff since U.S. President Donald Trump returned to the White House last year. But the border agency said that it received half the number of applications — just under 350,000 — in 2025, compared to the previous year when nearly 700,000 travellers applied for a Nexus card. The drop-off in Nexus applications spurred Sen. Paula Simons to propose a domestic alternative for Canadians who want to quickly move through airport security. Understanding the problem: Documented Foreign Interference in CanadaForeign interference in Canada is not theoretical speculation or partisan allegation. Elections Canada and the Office of the Commissioner of Canada Elections conducted reviews of foreign interference allegations from the 2019 and 2021 elections (Elections Canada 2023). Domestic and International ConsequencesThe documented foreign interference operations generate concrete negative consequences across domestic governance and international relations.
