CAIRO – 17 September 2023: The National Dialogue released Saturday a statement on the specialists' closed session held Thursday to articulate a draft of proposals/recommendations brought up during public sessions on political parties' regulations. During the drafting process, the specialists took into consideration the constitutional framework as well as executive circumstances. That is the first step on the road to submit the draft to the president of the republic as it first had to go through the dialogue's board. The National Dialogue held Thursday a specialists' session, within the political axis, on political parties draft law; political parties' integration and coalition; financial and administrative governance of political parties; and, specializations of the Political Parties Affairs Committee.

The Emigration and Sponsoring Egyptians Abroad Law has established a new registration protocol for every person entitled to priority access to immigration or work opportunities abroad available at relevant ministries. Article #6 of the law stipulates that, without prejudice to the right of Egyptians to immigrate, those wishing to permanently immigrate shall be registered upon their request within a register prepared for this purpose in the ministry responsible for immigration affairs. Immigration opportunities that may be available at the ministry shall be distributed to those registered on the basis of their specializations, capabilities, specializations, and needs required in the diaspora countries, while adhering to the priority of registration within the register. The minister responsible for immigration affairs may determine priorities for certain specializations or qualifications required in diaspora countries or redundant in Egypt, and regulate registration in the aforementioned register alongside its procedures and conditions. Those who hold certificates from the training centers and qualification courses referred to in this law enjoy priority in obtaining immigration or work opportunities abroad available at the relevant ministries and agencies according to their required specializations.

In late August, the Coalition of Egyptian Parties announced backing President Sisi’s potential candidacy in the next elections. El-Ghad Party, led by Sisi’s previous presidential contender Moussa Mostafa Moussa, also announced Sisi as their potential presidential candidate in the next elections. Third presidential termThe constitution does not give the right for a president to run for a third term. However, constitutional amendments in 2019 stretched the presidential term to six years instead of four.

Egypt and Hong Kong have signed a memorandum of understanding (MoU) to enhance cooperation and exchange information in the field of investments. The MoU was signed by Hossam Heiba, CEO of the General Authority for Investment and Free Zones (GAFI), and Jimmy Chiang, Associate Director-General of Invest Hong Kong, on the sidelines of the 8th session of the Belt and Road Summit in Hong Kong. The MoU aims to facilitate the flow of investments between the two sides and to organize visits for representatives of financial and industrial companies based in Hong Kong to explore investment opportunities in Egypt. The MoU also aims to share experiences and information on the incentive packages granted to projects operating in Egypt. Heiba called on Chinese companies to continue investing in Egypt, especially in fields such as textile industries, household appliances, automobile components, and petrochemicals.

The Egyptian Refining Company (ERC), a subsidiary of Qalaa Holding Group for Investments, said that it is seeking to develop a study to increase its diesel production capacity in the medium term. He noted that ERC is not currently facing diesel crises, and has not reduced its production. ERC’s production of diesel is estimated at 2.3 million tonnes annually. The ERC project saved $300 million annually for the General Petroleum Corporation by avoiding the costs of transporting and securing imported petroleum materials. Earlier, Qalaa Holdings, the owner of ERC, revealed that it is considering further expansion in ERC’s production by 800,000 more tonnes.

Foreign Minister Sameh Shoukry left for New York on Saturday to participate in the high-level segment of the 78th session of the UN General Assembly, which will start on September 18. The Foreign Ministry spokesperson, Ahmed Abu Zeid, said that Shoukry’s agenda will include several summits and high-level events of special importance. He will address the UN General Assembly on September 23, and take part in the Sustainable Development Goals Summit and the Climate Ambition Summit. Shoukry will also attend several important ministerial meetings to discuss the most pressing international and regional issues that are a priority for Egypt. Shoukry will also meet with foreign ministers and heads of participating delegations, as well as media outlets from different regions.

The World Health Organization (WHO) said on Saturday that it had sent a plane carrying about 29 tonnes of medical supplies to Benghazi, Libya, to help the victims of the devastating floods caused by Storm Daniel. The medical supplies include essential medicines, trauma and emergency surgery supplies, and medical equipment, which can cover the health needs of some 250,000 people. The WHO said that this was the second batch of aid it had delivered to Libya, following an initial shipment of 29 tonnes of emergency medical supplies from its warehouses in the country. The WHO also expressed its concern about the rising death toll and the mass burial of flood victims in Libya. The floods in Libya were triggered by heavy rains from Storm Daniel, which hit the Mediterranean region on Sunday.

Upon orders from Egyptian President Abdel Fattah al-Sisi, the General Command of the Armed Forces has directed the movement of convoys loaded with tons of humanitarian aid, subsistence materials, and relief crews to Libya following the devastation of Storm Daniel. A convoy loaded with humanitarian aid, medical supplies, search and rescue teams, in addition to engineering equipment was also sent to move overland at the Western Military Region, through Salloum Port, to help in the wake of the devastation. Search, rescue and evacuation aircraft were also dispatched for the afflicted areas, to provide further aid and support. The casualties of the storm that swept the cities of eastern Libya continue to increase, as search and rescue efforts mount up to recover the missing. Storm Daniel has claimed thousands of lives and submerged entire areas, with Derna now a disaster zone.

CAIRO - 16 September 2023: Egyptian President Abdel Fattah al-Sisi arrived in Beni Suef Governorate and met with villagers on Saturday, where he inaugurated a number of developmental projects in the governorate via video conference technology. The projects come as part of the Haya Karima ‘Decent Life’ presidential initiative, especially in Suds Al Omaraa village in Beni Suef. He ran a dialogue with the people of Beni Suef, and volunteers of Haya Karima initiative. He also offers his condolences to the people of Beni Suef whose relatives died as a result of the hurricane in Libya. As part of his visit, President Sisi watches a documentary film about development projects in Upper Egypt, and inaugurated a number of projects in Beni Suef via video conference technology.

The head of the Constitution Party in Egypt, Gameela Ismail, announced her readiness to run in the upcoming presidential elections in Egypt. The final decision will be announced during the political party’s meeting, she added. Awadi clarified that the matter is not holding early presidential elections, as some claim, and this is the entitlements of the constitution, not a personal viewpoint. The president in Egypt is elected for a six-year term, and he may not hold the presidency for more than two consecutive presidential terms. The President in Egypt is elected by direct secret ballot.
