Digital Lutera represents a structural attack on device trust. जयप्रकाश रंजन, जागरण। रूस से तेल खरीदने को लेकर भारत पर दबाव बनाने वाले अमेरिका के सुर अब पूरी तरह बदलते नजर आ रहे हैं। कुछ महीने पहले तक अमेरिकी प्रशासन भारत से रूस से तेल खरीद बंद करने की मांग कर रहा था और यहां तक कि दबाव बनाने के लिए 25 प्रतिशत अतिरिक्त टैरिफ जैसे कदम भी उठाए गए थे।लेकिन पश्चिम एशिया में युद्ध और वैश्विक ऊर्जा बाजार में अस्थिरता के बीच अब अमेरिका भारत की भूमिका को तेल बाजार को स्थिर रखने में अहम मानने लगा है। अमेरिका के भारत में राजदूत सर्जियो गोर ने सोशल मीडिया मंच एक्स पर कहा कि भारत वैश्विक तेल कीमतों को स्थिर रखने में एक बड़ा साझेदार रहा है।उन्होंने लिखा कि भारत दुनिया के सबसे बड़े तेल उपभोक्ताओं और रिफाइनरों में से एक है और वैश्विक बाजार की स्थिरता के लिए अमेरिका और भारत का साथ-साथ काम करना जरूरी है। वैश्विक तेल बाजार में अनिश्चितता रविवार को अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने भी कहा था कि भारत को रूस से तेल खरीदने की जो छूट दी गई है, उसका मकसद अंतरराष्ट्रीय बाजार में कच्चे तेल की कीमतों पर दबाव कम करना है। यह बयान उस समय आया है जब ईरान पर अमेरिका और इजरायल के हमलों के बाद वैश्विक तेल बाजार में अनिश्चितता बढ़ गई है और आपूर्ति बाधित होने की आशंका से कीमतों में तेज उतार-चढ़ाव देखने को मिल रहा है।वैश्विक बाजार में इस अस्थिरता का खामियाजा दुनिया भर के देशों को भुगतना पड़ा रहा है। अमेरिका को डर है कि इससे ईरान पर उसकी कार्रवाई का विरोध बढ़ेगा। इसी कारण अमेरिका अब उन देशों की भूमिका को अहम मान रहा है जो वैश्विक बाजार में मांग और रिफाइनिंग के जरिए संतुलन बनाए रखते हैं।रूस से तेल खरीदने पर ट्रंप प्रशासन का भारत पर दबाव कुछ ही समय पहले तक ट्रंप प्रशासन भारत पर यह दबाव बना रहा था कि वह रूस से तेल खरीदना बंद करे। रूस के खिलाफ पश्चिमी प्रतिबंधों के बाद अमेरिका चाहता था कि भारत जैसे बड़े खरीदार भी रूसी तेल से दूरी बनाएं।इस दबाव के तहत भारत पर 25 प्रतिशत अतिरिक्त टैरिफ लगाने की चेतावनी भी दी गई थी और अमेरिकी अधिकारियों ने रूस से तेल खरीदने के संभावित “नकारात्मक परिणामों” की बात कही थी। लेकिन पश्चिम एशिया में युद्ध के बाद ऊर्जा बाजार की स्थिति बदलने पर वही अधिकारी अब इसके फायदे गिनाने लगे हैं।भारत में अमेरिका के पूर्व राजदूत एरिक गार्सेटी भी पहले कह चुके हैं कि भारत को रूस से तेल खरीदने की छूट इसलिए दी गई है ताकि अंतरराष्ट्रीय बाजार में कीमतों को स्थिर रखा जा सके। उनका कहना था कि अगर भारत जैसे बड़े खरीदार अचानक बाजार से हट जाएं तो वैश्विक तेल बाजार में भारी अस्थिरता पैदा हो सकती है।भारत दुनिया का तीसरा सबसे बड़ा तेल उपभोक्ता भारत दुनिया का तीसरा सबसे बड़ा तेल उपभोक्ता देश है और रोजाना लगभग 55–56 लाख बैरल तेल की खपत करता है। वैश्विक स्तर पर यह कुल तेल खपत का लगभग 5–6 प्रतिशत हिस्सा है। इस वजह से भारत की खरीद का वैश्विक तेल बाजार पर सीधा असर पड़ता है।यदि भारत अचानक अपनी खरीद कम कर दे या किसी बड़े स्रोत से तेल लेना बंद कर दे तो वैश्विक मांग का बड़ा हिस्सा एक साथ दूसरे सप्लायरों की तरफ मुड़ जाएगा। इससे कीमतों में तेज उछाल आ सकता है और कई देशों के लिए आपूर्ति संकट पैदा हो सकता है।वैश्विक सप्लाई चेन का महत्वपूर्ण हिस्सा भारत केवल बड़ा उपभोक्ता ही नहीं बल्कि बड़ा रिफाइनिंग हब भी है। देश की रिफाइनरियां आयातित कच्चे तेल को प्रोसेस कर पेट्रोल, डीजल और अन्य पेट्रो उत्पाद बनाती हैं और एशिया व यूरोप समेत कई क्षेत्रों को निर्यात भी करती हैं। इस वजह से भारत की खरीद वैश्विक सप्लाई चेन का महत्वपूर्ण हिस्सा बन गई है।
