Libya needs a stable political structure but is it ready for party politics? The establishment of political parties is a necessary but not in itself sufficient condition for a responsible political system. A robust political party culture has the capacity to overcome identity politics and foster political dialogue that is inclusive, open and responsive to diverse, even competing, interests. As Libya navigates these troubled waters, only time will tell whether it is ready to adopt a comprehensive political party culture. Given these considerations, attempting to answer the question of whether Libya is ready for a political party culture is complicated.

The strikes in Libya coincide with apparent efforts by Russia to clip the wings of the Wagner group in the countries where it operates following the failed mutiny Prigozhin waged against Putin last weekend. The Saudi-owned Al-Hadath news channel reported on Wednesday that Russian military police waged an arrest campaign against Wagner commanders and members across Syria shortly after the mutiny began. The channel said the head of a Wagner Group unit in charge of recruitment in the southern Syrian city of Suwayda was detained. Wagner began operating in Syria in September 2015 in conjunction with the direct Russian military intervention in support of President Bashar al-Assad’s forces against rebels.

"The State of Libya condemns the burning of a copy of the holy Quran by an extremist outside the central mosque in Sweden's Stockholm after the prayer of Eid Al-Adha holiday," the ministry said in a statement. "Such acts clearly contradict international efforts to spread tolerance and moderation and denounce extremism," it said, demanding clear actions by Swedish authorities against those who commit such acts. On Wednesday, a person, reportedly an Iraqi immigrant living in Sweden, burned a copy of the Quran outside the central mosque of Stockholm. In similar incidents in January, Rasmus Paludan, the leader of the Danish far-right political party Hard Line, burned a copy of the Quran in front of the Turkish embassy in Stockholm, and repeated the move in front of a mosque in Denmark's capital Copenhagen a week later.

Tensions between the rival governments in Libya are on the rise once more, amid new disputes over oil revenues and a drone strike on Wagner facilities. The eastern House of Representatives (HoR) discussed actions on the oil industry this week. Libya Oil and Gas Minister Mohamed Oun expressed his concerns over the threats. Following Oun’s comments, the GNU on June 29 claimed to have carried out a drone strike on a site used by Russian mercenaries, the Wagner Group. The strike on Wagner may have been opportunistic, following the recent insurrection in Russia.

The migrant rescue ship Ocean Viking rescued 86 people off the coast of Libya on Tuesday as their vessel foundered while trying to reach Europe, its French-based operator said. “The rescued, mainly from Gambia and Senegal, were suffering from dehydration, exhaustion and fuel burns,” a spokesman for the charity told AFP. He added that most of the migrants were minors, trying to cross the Mediterranean on their own, without family. According to the Italian interior ministry, around 90,000 migrants have arrived by sea so far this year. The UN’s International Organization for Migration estimates that 1,724 migrants had disappeared trying to cross the Mediterranean to Europe so far this year, up from 1,417 last year.
