Various initiatives have identified Public-Private Partnerships (“PPPs”) as a viable basis to engage the private sector, with the aim of improving both the quality of public infrastructure and the standards of public services. A key obstacle to the widespread adoption of PPPs in Libya is the absence of a specific Libyan legislative framework regulating PPPs. A Libyan PPP legislative framework should not be overly prescriptive in respect of the type of contract structure but should allow the market freedom to choose the most appropriate contracting method. The enactment of a PPP legislative framework in Libya requires careful consideration of several issues, particularly in relation to the sectoral application and financial arrangements of PPPs. He recently co-led a team in developing a bespoke Libyan PPP legislative instrument (in light of international best practices developed by UNCITRAL and EBRD model laws and regulations).

The establishment of incubators and innovation and leadership centres in Libyan universities was the topic of discussion last Wednesday between the Undersecretary of the Ministry of Higher Education, Saleh Al-Ghoul during his visit to the National Program for Small and Medium Enterprises (Libya Enterprise) in Tripoli. Arab foreign ministers started the preparatory meeting for the Arab League summit scheduled for next Tuesday and Wednesday, and the meeting discusses the Libyan situation in the presence of Foreign Minister of the Government of National Unity, Najla Al-Mangoush. The Algerian Foreign Minister Ramtane Lamamra reaffirmed that his country relies a lot on the contribution of everyone in the Arab summit to achieve a new start for joint action, according to an approach that goes beyond traditional methods to respond to the requirements of the present situation and can collectively chart a better future for Arab peoples and countries. The Algerian Foreign Minister also called for the necessity of assisting countries that suffer from circumstantial economic, political or security difficulties, with upholding the principles of good neighborliness, non-interference in the internal affairs of countries and respect for their sovereignty, independence and territorial integrity.

CAIRO (Reuters) - The European Union signed an agreement with Egypt on Sunday for the first phase of an 80 million-euro border management programme, a statement from the EU delegation in Cairo said, at a time when Egyptian migration to Europe has been rising. Since late 2016, irregular migration to Europe from the Egypt's northern coast has slowed sharply. However, migration of Egyptians across Egypt's long desert border with Libya and from Libya's Mediterranean coast to Europe has been on the rise, diplomats say. In 2021 more than 26,500 Egyptians were stopped at the Libyan border, according to the EU Commission document. The EU Commission document says that to date, Egypt has addressed irregular migration "predominantly from a security perspective, sometimes at the expense of other dimensions of migration management, including the rights based protection migrants, refugees and asylum seekers".

The mechanism for activating transit trade, free zones and the latest developments and preparations for organizing the Africa Transport and Transit Trade Forum and Exhibition were discussed during a meeting at the Ministry of Economy and Trade in Tripoli last Wednesday. Libyan Foreign Minister Najla Mangoush participated on Saturday at a “preparatory ministerial meeting” of the Arab League Council ahead of the organization’s summit on November 1-2 in Algeria. According to a statement by the Libyan Foreign Ministry, the meeting aims to “strengthen coordination and consultation among Arab countries to confront regional and international developments”. The ministry said that Mangoush met with a number of Arab foreign ministers on the sidelines of the meeting “in the context of continuing the process of coordination”.

The United Nations and France have reaffirmed on Sunday “the importance of finalizing the constitutional basis” to Libya’s presidential and parliamentary elections “as soon as possible,” according to the French Embassy in Libya. Prime Minister Abdul Hamid Dbeibeh held a meeting on Saturday with France’s Special Envoy to Libya, Paul Soler, in Tripoli for discussion on “political developments” and “unifying efforts to hold elections in Libya”, according to a statement by Dbeibeh’s media office. Six people were injured with varying degrees in an industrial fire in the Iron and Steel Complex in Misrata on Saturday morning, according to a statement by the Libyan Iron and Steel Company. The company said that the accident occurred in the dust suction unit of the furnace of the first unit at the direct reduction plant. Several workers were transferred to hospitals to receive treatment, while those whose cases need more care were transferred to the Burns and Plastic Surgery Hospital in Tripoli, the company explained.
