Addressing crowds during the military parade in Sabha, Haftar affirmed that there is “no solution except for the people to rise up against the political absurdity that exacerbated their suffering” and “those who carry weapons outside the army and police”. In his speech, Haftar said that Sabha is “the line of defense of national identity and national security”. “All cities suffer from the effects of government failure, and the situation in the south has reached an intolerable stage,” he added. The army leader reiterated that “the failure of all paths must be acknowledged”, and “there is no path to success except that made by the people.”“We announce our readiness to protect the people in their uprising to change the reality, and the people have no choice but to advance to the forefront of the scene and they will find us by their side,” he added.

Turkey's ambassador to Libya, Kenan Yilmaz, has said that the Libyan-Turkish memorandum of understanding (MoU) in hydrocarbons and energy is based on a win-win principle. The Turkish ambassador told Libya Al-Ahrar TV Channel that this and other MoUs between Ankara and Tripoli haven’t targeted the interests of any other country, reiterating that the countries which are criticizing Turkey's MoUs with Libya have previously signed similar ones with Tripoli. Yilmaz added that Ankara had never questioned those agreements and reiterated that when the eastern region looks into the details of the MoUs between Libya and Turkey, it won’t reject them because the agreements clearly maintain the interests of Libya and the Libyan people. Abdul Hamid Dbeibeh, the outgoing prime minister of the Tripoli-based Government of National Unity, was given “clear” message by the United States that his government does not have “indefinite legitimacy”, said U.S. diplomat. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf said her country’s “end game” for the political deadlock in Libya is “getting the 3 million who registered to vote the opportunity to elect a unified government for the first time in a decade.”“We were clear with Dbeibeh that we don’t view his government as having indefinite legitimacy and that he must actively be part of the UN-facilitated process,” she told Egyptian news website Mada in an interview that was published on Sunday. Despite this, Leaf explained that the U.S. does not share the same position as Egypt’s, which supports the rival Libyan premier Fathi Bashagha who was designated by the House of Representatives after it ousted Dbeibeh. Nevertheless, the American diplomat believes that the U.S. “will find a way to leverage” its “different views” with the Egyptians. “I told Egyptian officials that we see a responsibility to get as many of us, the foreign countries that have an interest in Libya, aligned so that [special representative for the secretary general in Libya Abdoulaye] Bathily can do his work without the interference of Libyans bringing one of their foreign benefactors or of foreign governments intruding for an agenda that doesn’t align with what Abdoulaye is trying to achieve,” Leaf said
