The Algerian President, Abdelmadjid Tebboune, received, today in Algiers, the chairman of the Libyan Presidential Council, Mohamed al-Menfi, who arrived in Algiers yesterday at “special invitation” from Tebboune, according to a statement by the Libyan council. Upon his arrival in Algiers, Menfi was also welcomed by Algerian Prime Minister Aymen Benabderrahmane. He led a top Libyan delegation which consisted of intelligence officer, General Hussein al Aib, the Libyan ambassador to Algeria, Saleh Himma, and member of the House of Representatives elected, Ziad Daghim. Deputy Prime Minister/ Minister of Health Ramadan Abu Janah has discussed with the Director of the International Medical Center in Cairo, Dr. Ashraf Abdel-Radi, issues in the contract concluded with the center to treat Libyan patients with atrophy. Last March, Libya signed an MoU to send muscular dystrophy patients to receive treatment at the International Medical Centre during a visit by the health minister to Cairo. A statement by the Ministry of Health said the two sides discussed the financial settlement of previous patients and a mechanism for accepting new cases. According to the statement, the health ministry will resume dispatching Libyan patients to the centre provided the cases referred match the gene therapy. The agreement also allows Libyans to receive three months of physical therapy instead of a month, with an emphasis on the qualification of the accompanying medical staff.

Egyptian intelligence chief Abbas Kamel arrived today in Benghazi in eastern Libya to meet the General Commander of the Libyan National Army (LNA), Field Marshal Khalifa Haftar, according to multiple press reports. Kamel is reportedly accompanied by a high-level delegation. However, it is yet unknown what will be the focus of the bilateral talks. Earlier this month, the Tripoli-based Government of National Unity signed a memorandum of understanding with Turkey on the exploitation of Libyan hydrocarbons. European border agency Frontex is the subject of a fresh investigation following human rights concerns about its co-operation with Libya. The European Union helps Libya to train border guards under an €85 million ($83m) project to keep Mediterranean migration in check. After a complaint by six human rights groups, an EU ombudsman has opened an inquiry into two aspects of Frontex’s co-operation with Libya. Border guards have been ordered to explain whether human rights risks were assessed before training was provided on law enforcement at sea. Libyan authorities have arrested two people in connection to the killing of at least 15 migrants in Sabratah. Libya’s Public Prosecutor, Ali Zubaydah, told the press that, in addition to arresting the two suspects, security forces have raided five detention facilities where migrants are held captive the city. 159 migrants, who were detained in those facilities, were released. Security forces also confiscated equipment, boats, weapons and survival kits which they found in the facilities. Both the U.S. and the U.N. have condemned the killings and called for investigation into the incident.
