MIAMI (AP) — Tropical Storm Nicholas was moving up the Gulf Coast on Monday, threatening to bring heavy rain and floods to coastal areas of Texas, Mexico and storm-battered Louisiana. Much of the state’s coastline was under a tropical storm warning as the system was expected to bring heavy rain that could cause flash floods and urban flooding. “This is a storm that could leave heavy rain, as well as wind and probably flooding, in various different regions along the Gulf Coast. However, it is also likely that all of south Louisiana will see heavy rain this week, including areas recently affected by Hurricane Ida,” Edwards said. “Heavy rain, flash flooding appears to be the biggest threat across our region,” he said.

JERUSALEM (AP) — Israeli aircraft struck a series of targets in the Gaza Strip early Monday in response to rocket launches out of the Hamas-ruled territory. The Israeli military reported three separate rocket launches late Sunday and early Monday, saying at least two of them were intercepted by its rocket defenses. In response, it said it attacked a number of Hamas targets. Hamas is pushing for Israel to end a crippling blockade that has devastated Gaza’s economy, while Israel is demanding that Hamas free two captive Israeli civilians and return the remains of two dead Israeli soldiers. Since then, Israel and Hamas have fought four wars and numerous smaller rounds of fighting.

DARAA, Syria (AP) — The badly damaged old section of the southern Syrian city of Daraa, which until recently was held by opposition gunmen, appeared to slowly return to some sense of normalcy Sunday. A Russian-negotiated cease-fire deal went into effect last week to end a government siege and intense fighting in Daraa city with rebel fighters holed up in Daraa al-Balad. At the entrance of the Daraa al-Balad district, Syrian troops took position on the first floor of a heavily damaged building overlooking a main street. One person walking through Daraa al-Balad was Ahmed Kiwan, 45, who came to the area to buy scrap metal from residents. Under the deal, nearly 900 fighters surrendered their weapons and will stay in Daraa al-Balad, according to Syrian opposition activists.

LONDON, Sept 12 (Reuters) – British Prime Minister Boris Johnson will this week set out his plans to manage the COVID-19 pandemic in the winter months, announcing a decision to scrap the introduction of vaccine passports and steps to end some emergency powers. Johnson, under fire from some in his governing Conservative Party for raising taxes to fix a health and social care crisis, looks set to try to soothe those critics by ditching plans to introduce passports despite an increasing number of coronavirus cases. Speaking to broadcasters, Health Minister Sajid Javid said he did not anticipate more lockdowns and that the vaccine passports would not be introduced in England, as the government depends instead on vaccines and testing to defend the public. He told the BBC he was not “anticipating any more lockdowns” but would not take the measure off the table, that the government would not go ahead with vaccine passports to allow people to attend mass events and he wanted to “get rid of” PCR tests for travellers as soon as possible. Javid added the government would remain “cautious”, but “the vaccine programme, our testing programme, our surveillance programme, the new treatments … this is all our wall of defence and whilst there’s a lot of virus around, it is working”.
