Manhattan prosecutors accused 17 people and 10 companies Wednesday of using fraud and violence to create an illegal monopoly within New York City’s towing industry. Indictments filed in New York State Supreme Court in Manhattan charged the people and companies with enterprise corruption, scheme to defraud, conspiracy and other crimes.
