Trump makes promises regarding things you need Congress and the Courts for, just about everything he promises needs at least Congressional support if not an outright change in the Constitution itself, so if he does not control congress, or can’t change the Constitution he can’t fulfill them anyway. Give illegal orders then blame the deep state for not following them and order the military to make it so.) All this article does is give Trump a voice to say stuff that makes him look like he’s going to do something to change things.
