Former lawmaker Leung Kwok-hung said the Basic Law made it clear that Legco arrangements were purely a matter for the SAR. "According to the Basic Law, we enjoy a high degree of autonomy," he said. "Only those affairs relating to foreign affairs or military operations will be decided by the central government," Leung said. "All the internal affairs, like elections, should be decided by Hong Kong people according to the Basic Law. She said it would be for the NPC Standing Committee to decide how Legco would operate in the intervening year.
