For cross-country comparisons, we have the World Bank’s “Doing Business project”. However, we wanted to flag sample size, not mentioned by World Bank as a limitation of the Doing Business project. This is the reason why World Bank’s “Doing Business project” has little correlation with investment inflows and why World Bank’s Enterprise Survey is far more respected than the “Doing Business” one. For India’s 2014 Enterprise Survey, “The World Bank interviewed a representative sample of the private sector in India. However, our gratuitous advice to the World Bank is — dump the “Doing Business project”, or market it as a case study on how sampling shouldn’t be done.
