This article analyzed development diplomacy and its impact on President Boakai’s socio-economic development, categorizing all aspects of development diplomacy, Liberia’s international relations and foreign policy. Development diplomacy, in order to function in practice as a part of new public diplomacy, should preferably be assisted by other public diplomacy instruments. To be sustainable, development diplomacy needs not yield a result or deal at a particular time if all sides do not perceive gain from development diplomacy, in order to function in practice as a part of new public diplomacy, should preferably be assisted by other public diplomacy instruments. Firstly, it endeavors to define the concept of development diplomacy (that is, diplomacy done through development aid) as a part of public diplomacy that realizes its aims, thanks to soft power re-sources. For instance, since the inception of development diplomacy across the globe, the modern ‘development’ exertion has been an instrument of public diplomacy and soft power.
