Police are investigating if there is a link between the alleged arsonist, White, and Brooks, according to CNN. One year after Harris' shooting, Rolfe received a written reprimand for violating the department's use of firearm policy during a separate incident. Another officer has been charged in connection with Brooks' shooting.
