A vicious Saturday night flash flood in Ellicott City, Md., destroyed homes and businesses, leaving at least one person dead and prompting Gov. The lawmakers said county, state and federal officials will work closely to make sure the affected area is rebuilt. Historic Main Street looked like “a scene from a disaster movie,” said Howard County Executive Allan Kittleman (D). County officials reported that numerous water rescues and evacuations late Saturday, some involving motorists trapped in the sudden torrents. Just before midnight, Kittleman declared a state of emergency in the county, to make it possible to access state resources.
