Those reimbursements are about to come under the microscope as Health Canada moves to bring clarity to the long-ignored area of surrogacy financing — a move experts fear could either kill surrogacy in Canada or drive it underground. “Regulations are needed to bring these critical sections into force,” says a Health Canada press release released Sept. 30. Health Minister Jane Philpott declined interview requests from the Star seeking clarity on what those regulations might allow — or ban — when it comes to surrogacy expenses. Many women who apply to be surrogates in Canada are in a lower socio-economic bracket.
