The arrested was identified as Saddam Hussein, reports Arab Times quoting Kuwait police. He earned 30,000 Kuwaiti dinars by executing the fraudulent operation in partnership with a staff member of the Ahmadi Traffic Department of the state over the last three months. Saddam confessed to being the middleman in the fraud — the Ahmadi Traffic Department staffer completed the transaction and Saddam handed back the licences to the customers. The Ahmadi Traffic Department employee was also questioned by Kuwait police.
