WASHINGTON—Joe Biden won the support of the National Education Association, the nation’s largest labor union, in the latest example of political groups coalescing around his presidential bid. The union’s political-action committee council and its board of directors voted Saturday to recommend the former vice president to its three million members in the Democratic primaries, giving Mr. Biden the support of a large group of reliable voters.
