SÃO PAULO—Brazilian President Jair Bolsonaro’s proposal to overhaul the country’s pension system had its first win after two months of contentious debate, but the path ahead for final approval is long and likely to get thornier. A committee of the lower house of Congress took eight hours Tuesday to finally deliver a substantial 48-to-18 vote agreeing that the bill is in accordance with Brazil’s constitution.
