The establishment of the community fireworks display areas is in compliance with Executive Order 28 signed by President Rodrigo Duterte in June 2016 that provides for the regulation and control of the use of firecrackers and other pyrotechnic devices. The order prohibits the use of legal firecrackers outside residential and certain places except on identified community fireworks display areas, while legal pyrotechnics devices can be used outside the houses of fireworks enthusiasts. Chito Bersaluna, Bulacan Police provincial director, reiterated that legal firecracker products are those that have 200 milligrams of chemical ingredients, and those with excess chemical weight are considered banned and illegal. Rizalino Andaya, chief of the Provincial Police Operations and Plans branch of Bulacan, said that community fireworks display areas established by local government units increased from 195 last week to 315 in a week’s time.
