The court sent back the draft to the CDC for the second time Wednesday on ground that the panel did not meet the proper procedure for filing a document to the court. CDC chairman Meechai Ruchuphan Thursday morning signed a letter of authorization for a parliament official to submit the draft to the court. CDC spokesman Udom Ratammarit said the draft was sent back to the CDC not because of the content but because of procedure and additional documents.
