For years California has purchased electricity: hydropower from Hoover Dam; wind-generated electricity from Wyoming; coal-fired electricity from Oregon. Arnold Schwarzenegger had an opportunity to repair the mess but problems with the California electricity market remain. In fact, the structure of the California electricity market provides a real cash incentive not to provide electricity during peak periods. If California wants to end blackouts, California will need a different electricity market design.
