Every county in the state, even those in the strictest purple tier, can reopen hair salons, barber shops and shopping malls for indoor operations at 25% capacity starting Monday. 87% of the state’s population, including Los Angeles and Sacramento counties, is in the purple tier, which still prohibits places of worship, gyms and nail salons from operating indoors. Though hair salons and barber shops can reopen across the state, counties have the option of enacting stricter guidelines; San Francisco, for example, is allowing hair salons and gyms to reopen on Sept. 1 after shutting them down entirely, but will limit them to outdoor operations.
