Since then, Public Safety Minister Ralph Goodale conducted nationwide consultation and announced the new “National Immigration Detention Framework” to explore alternatives to detention. In 2016, 6,251 adults and 162 minors were detained by the border agency, and about a third of the adults were held in provincial jails. “All of these initiatives will help realize core objectives of the National Immigration Detention Framework and contribute to the transformation of our immigration detention system,” said Scott Bardsley, Goodale’s spokesperson.
