When Ontario Premier Doug Ford decided to cut Toronto City Council in half just weeks before the municipal election, with scores of candidates already registered and spending money and campaigning, the worst-case scenario for the city seemed clear. Far too many of city council’s members already don’t take seriously enough themselves, their government or their city. On Monday, with a grin, Ford crumpled up that worst-case scenario and threw it in the faces of his former colleagues on council. “I believe the judge’s decision is deeply, deeply concerning and the result is unacceptable to the people of Ontario,” Ford told reporters Monday afternoon. What else can one conclude when the Premier of Ontario invokes the bloody notwithstanding clause to ensure Toronto City Council has 25 seats instead of 47 in 2018, instead of in 2022?
