In a somewhat more rational universe, Tuesday’s meeting of Toronto City Council — the first of the new term — would kick off a long debate about how the city will govern itself in future. Each had six councillor members, and no councillor sat on more than one. And it leaves an absolute myriad of external boards that have one or two city councillor members, from Heritage Toronto to the Gardiner Museum of Ceramic Art to the Young People’s Theatre. One might very reasonably wonder why, say, the Young People’s Theatre needed city councillor oversight. When Ford suggested City Council routinely spends hours upon hours debating minutia and then passing or rejecting it by overwhelming majorities, his opponents protested that the vast majority of items pass through council with no debate at all.
