I saw it overwhelmingly in notes.”Gover, who is a skilled cross-examiner, then asked, “You never briefed him (McGuinty)” on records-retention practice? “You wanted to point the finger at David Livingston?” Gover said in lawyerly j’accuse fashion. Livingston, Wallace agreed, had never received formal training about records management, and yes, he was a new political staffer. The “core reality” of that time was that “records and records management” had been front and centre for years because of the gas plants.
