Inclusionary zoning, to create affordable housing, works best when the relationship betwen builder and municipality is set from the start, writes Dave Wilkes. A number of North American cities have adopted inclusionary zoning policies to help increase affordable housing without affecting the overall affordability of housing for everyone. In cities like San Francisco and Seattle, affordable housing is being built through private, public and non-profit sector partnerships. San Francisco has been able to increase the number of affordable housing units through a partnership model and through incentives like capital subsidies and bonds to for-profit and not-for-profit developers of affordable housing projects. The city is developing an Affordable Housing Program to look for bold and innovative approaches to respond to the city’s affordable housing needs with an emphasis on affordable rental and ownership housing.
