The city is concerned that some tent city dwellers may be using unsafe sources of heat, such as propane tanks. Street nurse Cathy Crowe says evicting inhabitants of the makeshift encampments is callous and the city is not doing a good job of providing adequate shelter for the homeless, especially during winter.
